It is missing 1 of the `guide lamp bolds that hold the cow catcher. Look at the pictures for best physical description. The book is comprised of “Service Bulletins” that may inform the (then) repair shop how to retro-fit a new smoke unit for the bulb type… Things of that ilk if you get me. Most of the bulletins show you things like where to oil your locomotive and other minor explanations.
